Historic Preservation: Process to Apply for a Certificate of Appropriateness (COA)

1.  Need for COA Recognized

a.  Property owner is aware that the structure is locally designated and calls the Planning staff prior to beginning any exterior renovations/changes to the building or the site; or

b.  Property owner is not aware that the structure is locally designated and files for a building permit.  Building Department staff determines that the structure is locally designated, informs the owner/applicant and contacts Planning staff.

2.  Determine if Administrative Approval is Appropriate

The Historic Preservation Board has authorized Planning Staff to approve some COA’s administratively.  Primarily these are for roofs, fences, or changes to non-designated outbuildings.

3.  Preliminary Meeting with Building/Zoning and Planning Staffs

(Recommended but not required.)

Staff will review, with property owner (or representative), the Building and Zoning regulations that apply to the property as well as the type of drawings or photographs and other information that are to be submitted for both Building Permit review and review by Historic Preservation Board.

4. Preliminary Meeting with Historic Preservation Board (optional)

Property owner (or representative) files preliminary materials with Planning staff nine (9) days prior to a Historic Preservation Board meeting. At the meeting, the Board will identify issues and concerns relative to any of the proposed renovations and may cite examples of Secretary of Interior Standards. The Board will also provide specific direction as to the type of elevation drawings or additional information needed for approval of the COA.

5. File Application

Property owner files COA Application Package with City Auditor and Clerk.

a. Application deadline is 3 weeks prior to the Historic Preservation Board meeting.

b. Clerk assigns number and forwards to Planning staff.

c. Property owner may file the Building Permit application concurrently.

6. Planning Staff Review

a. Planning staff makes site visit.

b. Review original designation file and application materials.

c. Create brief staff report.

d. Building Department staff concurrently reviews the Building Permit application.

7. Historic Preservation Board

a. The staff report and application package are distributed to the Board one week before the meeting. Applicants receive a copy of the agenda and staff report.

b. Discussion is held with the Historic Preservation Board

8. After Approval

a.  Planning staff provides a brief written summary of the renovations approved for the COA by the Historic Preservation Board to the Building Department (within 3 days after the meeting).  Planning staff visits the Building Department to "sign-off" on the building permit application form.

b.  Building staff can complete its review (if not already completed) and issue the building permit.

9. If the Preservation Board Recommends Denial

a. Applicant makes modifications to the submittal package and resubmits the COA application to the Historic Preservation Board. (See number 5(a) above.)

Owners of locally designated historic buildings are required to obtain a Certificate of Appropriateness prior to making any changes to the exterior of the designated structure. If the owner submits for building permit, the City cannot approve that permit application until the COA application forms have been submitted and approved during a public hearing before the Historic Preservation Board.

City staff in the Planning and Redevelopment Department may be able to approve minor changes administratively, such as a fence or roof replacement, without a formal review by the Historic Preservation Board.
